    CLEARWATER, FLA. -- The speech may have changed in terms of tone and demeanor, but manager Larry Bowa's message remains the same.

    The time is still now.

    On Tuesday, in his fourth season of addressing the first full-squad assemblage at training camp, Bowa stressed exactly how good he feels about this year's edition of the Phillies.

    With all due respect to the Braves' 12 straight division titles and the Marlins' World Series championship, several players said Bowa told them he thinks the Phillies are the best team in the National League East. He also told them they are the best team he's ever seen, and he said that he would be shocked if the Phillies didn't win the division.
